A slicker brush as it does the best job of removing underhair and spreading natural oils. This is probab;y the type you we're told looked like a paddle.
References :
You will need both a wire-slicker brush, and a fine tooth metal comb. Shih Tzu hair gets tangled VERY easily, and you should thoroughly brush and comb your puppy every single day. Below are pictures of the 2 tools you need:

http://www.petedge.com/shopping/product/detailmain.jsp?itemID=3226&itemType=PRODUCT&iMainCat=12&iSubCat=152&iSubSubCat=156&iProductID=3226

I would also highly reccommend you start looking for a good groomer, PLEASE do not be one of the new owners who thinks you can manage it yourself! I am a professional groomer, and every day that I work I see dogs who are matted, or have been cut, or whose beautiful coat has been hacked to shreds by owners who think, "Hm, it doesn't look that hard to cut a dog's hair..." Shih Tzu's should see a professional groomer at least every 6-8 weeks, and the sooner you start, the better! Your groomer can also show you the best techniques for brushing your puppy. Good luck!!
References :
Actually the best thing to use, to make sure you remove all the knots down by the skin, is a metal comb. I use a brush as well first, then the comb and then the brush again - this way I'm certain all the knots are out and matts won't form in their coats. I'm a dog groomer and you'd be surprised how many customers we have that are shocked when they bring their dog in to us and we feel the dogs coat and tell them that the dog needs to be shaved because it's coat is matted. Well, they tell us they don't know why the coat would be matted when they brush the dog every day. Well we bring out the brush and have them show us how they brush the coat and they just go along the surface like they would with their own hair, well this doesn't work with long haired dogs. The hair along the surface was nice and tangle free, but down by the body the poor dog was a solid matt. We then explain to them the proper way to brush a dog (by starting at the feet and lifting the coat and combing or brushing it in layers - this way you get all the way to the skin and are sure to get all the knots before they become out of control big matts.

I myself prefer the pin brush (what you described as a paddle looking brush) what your friend gave you sounds like a slicker brush, just be careful when combing a pup with a slicker brush that you don't scratch their sensitive skin with the wire bristles.
References :
Dog groomer and owner of 2 Shi-tzus
